Discussion with the Commissioner for Human Rights at the Council of Europe. Dr. Muižnieks was elected to the Commissioner for Human Rights by the Parliamentary Assembly of the Council of Europe on 24 January 2012 (starting on 1 April 2012). He is the third Commissioner at the Council of Europe, succeeding Thomas Hammarberg (2006-2012) and Alvaro Gil-Robles (1999-2006).
