With impressive gains having been made in addressing HIV in mainstream populations in many countries, the remaining challenge is often focused on populations for whom criminal law and law enforcement practices are barriers to seeking care. People who use drugs, sex workers, LGBTQI persons where they are criminalized, and people in or formerly in prison may experience abusive police practices, unjustified incarceration, and discrimination fueled by criminalization, among other factors that impede access to health services. The Global Fund to Fight AIDS, TB and Malaria through its “Breaking Down Barriers” program has supported civil society and government entities to address these factors as central elements of a rights-centered response to HIV. This seminar - presented by Dr. Joanne Csete, adjunct associate professor and former full-time associate professor in the Heilbrunn Department of Population and Family Health - will explore the achievements and challenges of this work in 20 low- and middle-income countries.
