Please join the Ukrainian Studies Program at the Harriman Institute for a talk with Erica Marat, Associate Professor at the College of International Security Affairs at the National Defense University, about her book The Politics of Police Reform: Society against the State in Post-Soviet Countries (Oxford University Press, 2018).
The police in the post-Soviet space remain one of the least reformed institutions, despite broader democratic transformations. Erica Marat will use her new book to examine the conditions under which a meaningful transformation of the police is likely to succeed, using case study from Ukraine. Departing from the conventional interpretation of the police as merely an institution of coercion, this book defines it as a medium for state-society consensus on the limits of the state's legitimate use of violence.
Dr. Erica Marat is Associate Professor at the College of International Security Affairs of the National Defense University. Her research interests include state violence, social movements and public safety. Before joining NDU she was a visiting scholar at the Woodrow Wilson Center. She also worked as an editor at the Russian Service at Voice of America and as a research fellow at the Central Asian-South Caucasus Institute.
